    <h2>Result: 12 low risks become development goals</h2>
    <p>A DPIA is a tool for mapping the privacy risks of data processing. The EduGenAI DPIA, conducted by Privacy Company, identified 12 low risks. The DPIA report recommends specific mitigating measures for each identified risk. These include measures to prevent excessive reliance on the accuracy of generated texts, and measures to minimise the processing of personal data.</p>
    <p>If these development goals are effectively implemented and tested, SURF and the educational institutions can mitigate the identified data protection risks.</p>
    <h2>Follow-up</h2>
    <p>This DPIA offers a preview of EduGenAI's future functionality. The developers will incorporate the recommended measures into the further development of the platform. In this way, as a sector, we are working together to provide a secure and balanced range of AI services that safeguards the autonomy of our education system.</p>

    <p>The EduGenAI platform offers educational institutions the opportunity to chat with various language models. These include both open-source models hosted by SURF and commercial models.     <p>EduGenAI is the SURF AI platform for education. At present (Feb 2026) it is intended as a pilot system in which teachers, educational support staff and a limited number of students, can work with AI in a secure environment. The platform is intended for educational purposes only.</p>
    <p>EduGenAI is developed for the entire MBO, HBO and WO education. Be aware that the functionalities may be perceived as extensive.</p>
    <h2>Access to EduGenAI</h2>
    <p>To gain access to EduGenAI, please fill out this form.</p>
    <p>Registration for educational AI platform - EduGenAI pilot</p>
    <p>Once you have filled out the MS Forms, you will receive an email from SURF within about one week, with a link to activate your EduGenAI account. Please be aware that this link is only valid for 30 days.</p>
    <ul>
      <li>EduGenAI user accounts for this platform are allocated on the basis of equal distribution among the faculties. We will hand out a limited number of user accounts of a first come first serve basis.</li>
      <li>The accounts of EduGenAI educational AI platform are assigned to teachers and educational support staff only. Teachers can request access for the platform (and student user accounts) with a maximum of 30 students (under their supervision)</li>
      <li>The AI platform is not permitted for use in scientific research due to contractual restrictions and the potential risk of data loss in the event of a platform failure.</li>
    </ul>
    <h2>Questions and user experience</h2>
    <p>Additional educational help is available specifically for teachers. Questions from students can be submitted to CAT via their teachers. Please contact the Centre of Academic Teaching and Learning (CAT) by email: generatieve-ai@uu.nl.</p>
    <p>EduGenAI provides limited explanations of the functionalities. The EduGenAI manual can be found on the platform itself. Bottom left corner. Please make use of our UU AI modules to develop AI literacy and do not use those provided by SURF because of possible conflicts with our AI policy</p>

    <p>EduGenAI offers a secure infrastructure and a simple interface to access both open-source and commercial language models. It's built around public-value goals: data sovereignty, privacy, fairness, and cross-institution collaboration. For day-to-day use, that means you get a trustworthy environment to test, teach, and learn with AI.</p>
    <h3>What's the status right now?</h3>
    <p>The platform is in a national pilot. Institutions, including UT, can experiment and provide feedback that feeds into development. To join, each institution submits a clear educational use case and a plan for measuring results, and contributes to evaluation and knowledge sharing.</p>

<h1>DPIA EduGenAI - werken aan veilige en verantwoorde AI in het onderwijs</h1>
<p>Samen met Npuls werken we aan EduGenAI: een platform dat veilig en verantwoord gebruik van generatieve AI in het hoger onderwijs mogelijk maakt. Al in deze fase van de ontwikkeling hebben we een data protection impact assessment (DPIA) laten uitvoeren, waarin verschillende lage risico's zijn geïdentificeerd. Hierdoor kunnen we deze aanpakken tijdens de realisatie van EduGenAI.</p>
<h2>Resultaat: 12 lage risico's worden ontwikkelingsdoelen</h2>
<p>Een DPIA is een hulpmiddel om de privacyrisico's van gegevensverwerking in kaart te brengen. De DPIA van EduGenAI, uitgevoerd door Privacy Company, identificeerde 12 lage risico's. Het DPIA-rapport beveelt specifieke mitigerende maatregelen aan voor elk geïdentificeerd risico. Deze omvatten maatregelen om overmatig vertrouwen in de nauwkeurigheid van gegenereerde teksten te voorkomen en maatregelen om de verwerking van persoonsgegevens tot een minimum te beperken.</p>
<p>Als deze ontwikkeldoelen effectief worden geïmplementeerd en getest, kunnen SURF en de onderwijsinstellingen de geïdentificeerde risico's voor de bescherming van persoonsgegevens beperken.</p>
<h2>Volgactie</h2>
<p>Deze DPIA biedt een vooruitblik op de toekomstige functionaliteit van EduGenAI. De ontwikkelaars zullen de aanbevolen maatregelen meenemen in de verdere ontwikkeling van het platform. Op deze manier werken we als sector samen aan een veilig en evenwichtig aanbod van AI-diensten dat de autonomie van ons onderwijssysteem waarborgt.</p>

    <h2>Outcomes DPIA: 12 known data protection risks</h2>
    <p>Commissioned by the Dutch IT cooperative of Dutch education and research institutions SURF, Privacy Company advised on measures to prevent data protection risks and risks relating to overreliance on AI while the new service was being developed. Even though Privacy Company could not yet test the accuracy and human rights impact of the processing of personal data through the user interface and the different models, Privacy Company has mapped the different data flows of Content Data, Account Data, Diagnostic Data, Support Data and Website Data and helped identify effective privacy preserving measures.</p>
    <p>Based on this analysis, the DPIA identifies a large number of legal, technical and organisational development goals. If SURF and the AI Hub meet all these goals and the education organisations help test the adequacy and effectivity of measures, the identified high data protection risks can all be mitigated.</p>

    <h2>Functionalities EduGenAI</h2>
    <p>EduGenAI is an AI-system that provides access to multiple generative AI tools in a privacy friendly way. This includes access to open source Large Language Models (LLMs) that are hosted by SURF itself, in SURF’s own datacentre in Watergraafsmeer, but also pseudonymised access to well-known commercial LLMs in the cloud, such as the different OpenAI LLMs (as hosted on Azure by Microsoft), Llama, Mistral and Claude from Anthropic. EduGenAI will also offer access to one or more search engines to ‘update’ the generated information. The education organisations that use EduGenAI can decide whether they allow end-users to use cloud LLMs and search engine(s), or only access the on-premises LLMs.</p>
    <p>EduGenAI enables users to ground their answers by adding documents and sources to their prompts. Users can also permanently ground their prompts with additional information by making Personae. Users can use meta prompts to make the information in a Persona available for specific purposes, such as sharing with colleagues or students.</p>
    <p>EduGenAI is set to include many measures to both protect the privacy of users, and the rights of persons that appear in grounding documents, prompts and answers. EduGenAI aims to share as little personal data as possible with the external cloud LLMs.</p>
    <p>EduGenAI is scheduled to include many measures in the user interface to prevent overreliance on AI, that is, that users have too much trust in the accuracy and reliability of the answers and forget to check.</p>
    <p>Users can choose what AI-system they want to use to generate information, and switch, even during a prompt dialogue, while EduGenAI protects their privacy, and the rights of persons mentioned in the prompt dialogue, by applying a filter to mask personal data.<br/>‍</p>
    <h2>Privacy controls</h2>
    <p>EduGenAI is designed to implement many privacy by design and privacy by default measures. Some key planned highlights are:</p>
    <ul>
      <li>Strip all metadata (IP-addresses, cookies, identifiers) from the user queries.</li>
      <li>Apply a personal data masking filter to the contents of queries.</li>
      <li>Allow the education organisations to determine what LLMs can be accessed (only on-premises, or also cloud LLMs).</li>
      <li>Store the chat history by default on the end user device, and not centrally on SURF’s servers.<br/>‍</li>
    </ul>
    <h2>GDPR roles</h2>
    <p>SURF will offer a data processing agreement to the collaborating education organisations (COs) for 4 of the 5 identified categories of personal data: for the Account Data, the Diagnostic Data, the Support Data and the Website Data. However, because the education sector is a very unique sector, in which the aim is to learn from each other, SURF has opted for joint controllership between the COs and EduGenAI when it comes to the substantive quality of the service. SURF will be working closely with the institutions participating in the pilot to investigate whether the proposed measures are effective and which language models are most suitable for different tasks.<br/>‍</p>
    <h2>Outcome: 12 low data protection risks</h2>
    <p>The outcome of this DPIA is that, provided all development goals are effectively implemented and subsequently tested, SURF and the education organisations can take effective measures to lower or mitigate the identified 12 data protection risks. The recommended measures are listed in the (long) table:</p>

    <p>EduGenAI is het SURF AI-platform voor het onderwijs. Op dit moment (februari 2026) is het bedoeld als pilot waarin docenten, onderwijsondersteunend personeel en een beperkt aantal studenten in een veilige omgeving met AI kunnen werken. Het platform is uitsluitend bedoeld voor onderwijsdoeleinden.</p>
    <p>EduGenAI is ontwikkeld voor het gehele mbo-, hbo- en wo-onderwijs. Houd er rekening mee dat de functionaliteiten als uitgebreid kunnen worden ervaren.</p>
    <h2>Toegang tot EduGenAI</h2>
    <p>Om toegang te krijgen tot EduGenAI vul je dit formulier in:</p>
    <p>Registratie voor educatief AI-platform - EduGenAI pilot</p>
    <p>Nadat je het MS Forms-formulier hebt ingevuld, ontvang je na ongeveer een week een e-mail van SURF met een link om je EduGenAI-account te activeren. Houd er rekening mee dat deze link slechts 30 dagen geldig is.</p>
    <ul>
 <li>EduGenAI-gebruikersaccounts voor dit platform worden toegewezen op basis van een gelijke verdeling over de faculteiten. We zullen een beperkt aantal gebruikersaccounts uitdelen op basis van wie het eerst komt, het eerst maalt.</li>
      <li>De accounts worden alleen toegewezen aan docenten en ondersteunend onderwijzend personeel. Docenten kunnen toegang tot het platform (en gebruikersaccounts voor studenten) aanvragen voor maximaal 30 studenten (onder hun toezicht).</li>
 <li>Het AI-platform mag niet worden gebruikt voor wetenschappelijk onderzoek vanwege contractuele beperkingen en het potentiële risico van gegevensverlies in geval van een platformstoring.</li>
    </ul>
    <h2>Vragen en gebruikerservaring</h2>
    <p>Er is specifieke onderwijskundige hulp beschikbaar voor docenten. Vragen van studenten kunnen via hun docenten worden ingediend bij CAT. Neem contact op met het Centre of Academic Teaching and Learning (CAT) via e-mail: generatieve-ai@uu.nl.</p>
    <p>In EduGenAI zelf zit beperkte uitleg over de functionaliteiten. De EduGenAI-handleiding is ook te vinden op het platform. Maak gebruik van onze UU AI-modules om AI-kennis te ontwikkelen en gebruik geen modules van SURF vanwege mogelijke conflicten met ons AI-beleid.</p>

    <p>Artificial intelligence (AI) offers powerful opportunities in education to enhance learning, support education professionals, and deploy learning materials in a more adaptive way for students. Within SURF, knowledge is brought together, new AI applications such as EduGenAI are tested, and dialogues are organised on the responsible use of AI in education. In doing so, SURF works closely with Npuls, enabling education professionals and students to use AI in a safe and purposeful way.</p>
    <h3>Relevance</h3>
    <p>AI is crucial for the future of learning and professional development in the education system. AI applications have the potential to transform Dutch education. Both students and teachers need to understand how to use different forms of AI in a proper and responsible way.</p>
    <h3>Role of SURF</h3>
    <p>We need technical expertise as well as a thorough understanding of how schools and their staff work with and use AI. That is why SURF collaborates with many organisations, both nationally and internationally. Together with Npuls, we carry out a range of projects in the field of AI and education. For example, research into the AI Act and its implications for educational institutions. SURF also organises events to discuss these issues and ensures inclusive debates in the field. In addition, we focus on providing advice on the best approaches to AI in education.</p>
    <h3>Responsible use of AI</h3>
    <p>AI raises important questions about our public values and the skills we want students to acquire. It can even reinforce biases within our education system and increase inequality among students. To ensure that AI is applied responsibly and transparently in education, SURF facilitates discussions on the topic. Tools are also being developed, such as the EduGenAI platform, which provides institutions with an alternative to implement AI in a responsible way.</p>

    <p>The University of Groningen (UG) is exploring EduGenAI, a Dutch initiative focused on the safe and responsible application of generative AI in education. The platform, part of Npuls, provides a responsible environment where public values, privacy, and data protection are central. During the exploratory phase at UG, EduGenAI is being piloted in two programmes.</p>
    <h3>What is EduGenAI?</h3>
    <p>EduGenAI is a platform that enables the use of both commercial and open-source language models. It offers a responsible environment where public values, privacy, and data protection are prioritized. The platform provides secure access to various language models and computing power. Currently, EduGenAI runs on a public cloud, but in the future, UG may use its own IT infrastructure to host language models and EduGenAI.</p>

    <p>EduGenAI is not yet available to everyone. In the current pilot phase, the focus is on testing, knowledge sharing, and collaboration. EduGenAI is being used in two programmes at the university to gather feedback from teachers and students about its applicability and benefits.</p>
    <h3>Developments: Training and More Pilots</h3>
    <p>In the upcoming academic year, more pilots with EduGenAI will take place at UG. Npuls is also developing training programs for teachers and educational experts to support them in the responsible and effective use of AI in their teaching practices. These training programs will soon be available for UG as well.</p>
